Each zip archive contains the legislation governing municipal boundary changes for a given country and year pair, as recorded in the Border Changes Dataset.
Files are named using the case_id convention from that dataset — so if you spot a change of interest there, you can come back here and download the corresponding legislation directly.

case_id¶
A unique identifier grouping all municipalities affected by the same legal act.
Example: fr-m-34-2015-2016 — a merger case in France, spanning 2015 to 2016.
