Descriptive Statistics

number_of_contracts_sum
Total number of contracts awarded in the municipality–year.

total_awarded_contract_value_sum
Total monetary value of contracts awarded in the municipality–year.

mean_award_value_w
Average awarded contract value per contract in the municipality–year, computed as a contract-weighted mean.

share_of_service_contracts_wmean
Share of awarded contracts classified as service contracts.

share_of_supply_contracts_wmean
Share of awarded contracts classified as supply contracts.

share_of_works_contracts_wmean
Share of awarded contracts classified as works contracts.

number_of_buyers_sum
Number of unique public buyers awarding contracts in the municipality–year.

number_of_suppliers_sum
Number of unique suppliers awarded contracts in the municipality–year.

n_nonlocal_suppliers
Number of unique suppliers headquartered in a different NUTS-3 region from the contracting authority.

number_of_foreign_suppliers_sum
Number of unique foreign suppliers awarded contracts in the municipality–year.

Share of contracts for which the call for tender was published.

• 100 = published
• 0 = not published

use_of_open_procedures_wmean
Share of contracts awarded using open or semi-open procedures.

• 100 = open or semi-open procedure
• 0 = non-open procedure

reporting_completeness_wmean
Average percentage of non-missing mandatory information fields in contract reporting.

Competition Indicators

intensity_of_competition_wmean
Average number of bids submitted per contract in the municipality–year.
Bid counts above 20 are trimmed and recoded as 20.

non_local_suppliers_wmean
Share of contracts awarded to suppliers headquartered in a different NUTS-3 region from the contracting authority.

• 100 = non-local supplier
• 0 = local supplier

Administrative Efficiency

decision_speed_2d_w
Deviation from the average decision-making speed per bid within the same 2-digit CPV market.
Higher values indicate faster-than-average decision-making.

meat_assessment_criteria_wmean
Deviation from the market-level average use of MEAT (Most Economically Advantageous Tender) assessment criteria within the same 2-digit CPV market.

• 100 = MEAT criteria used
• 0 = MEAT criteria not used

price_savings_wmean
Average deviation of awarded contract value from estimated contract value.
Higher values indicate larger price savings.

Integrity Indicators

multi_bidding_wmean
Share of contracts awarded with more than one bid submitted (competitive markets only).

• 100 = more than one bid
• 0 = single bid

call_tender_pub_w
Share of contracts awarded with a call for tender published in the official journal.

• 100 = published
• 0 = not published

procedure_type_wmean
Share of contracts awarded using competitive (open) procedure types not conducive to single bidding.

• 100 = competitive procedure
• 0 = closed procedure

advert_period_len_w
Share of contracts with an advertisement period that is neither unusually short nor unusually long.

• 100 = normal length
• 0 = unusual length

length_of_decision_period_wmean
Share of contracts with a decision period that is neither unusually short nor unusually long.

• 100 = normal length
• 0 = unusual length

foreign_non_taxhaven_w
Share of contracts awarded to suppliers not headquartered in tax-haven jurisdictions.

• 100 = non-tax-haven supplier
• 0 = tax-haven supplier

Notes on Aggregation

• Variables ending in _sum are extensive quantities, summed over contracts.
• Variables ending in _w or _wmean are contract-weighted averages, using the number of contracts as weights.
• All indicators are computed at the municipality–year level.
